  abstract = {The Russian Federation currently faces the need to develop effective incentive mechanisms for research and development for the benefit of organizations in the real economy and create effective research and development (R&D) financing instruments, including non-budget financing. We propose methods for analytical consolidation of budget and non-budget expenditures on science for more effective assessment of R&D spending. Proposed methods will enable to increase the transparency of science funding, enhance the efficiency of public spending, identify new sources of non-budget funding for research and development.},
