  abstract = {The paper is presenting one of the most important instruments which was integrated in the 2014-2020 programing period, also the second programing period which will be implemented by Romania.  Integrated teritorial investment (ITI) is considered one of the most inovative instruments integrated in the 2014-2020 programing period and inovativness of this instrument is generating a lot of challenges for the stakeholders. The design of the paper is taking into account and analyzing three variables important for (ITI) in Romania, such as: allocations of ITI in the operational programs, the value of projects  proposed by the mecanism of goverance and by World Bank and the difficulty of interventions. The number of projects, values of projects, exposure of ITI in the operational programs, coordination process, are elements that could cause the success or the failure of ITI Romania. The research motivation is based on the fact that an instrument such as ITI is new and every characteristic of the implementation of ITI should be carefully analysed in order to have an efficient implementation of this instrument.  The paper is proving that the novelty and the flexibility of this instrument were reasons that have allowed a lot of differences concerning ITI. The differences between visions of implementing ITI are different from a country to another; inside Romania there are different visions of implementation of this instrument and there are differences, which are very clear, between the programing documents and the visions promoted by stakeholders in Romania.},
