  abstract = {Career in general and management career in particular is an essential issue facing both public and private organizations. The career system of civil servants in the Romanian public administration presents a number of particularities, and over time, in order to modernize and make it more transparent, has undergone a number of changes. This study analyses the main factors that directly or indirectly contribute to or affect the Romanian public administration career development of civil servants through promotion to middle and top management positions. Starting from the main objective of the research, an exploratory study, both descriptive and explanatory, was carried out based on the analysis of the legislation in force, literature and secondary documents collected from the reports of the institutions with attributions in the field. Data extracted from the reports were processed using SPSS statistical software.},
