  abstract = {Research motivation is determined by establishing the role of development policy and the legislative framework in stimulating innovations during the transition of the economy of the Republic of Moldova to an innovative path of development focused on European integration. The analysis of the development of insurance companies is based on the need to eliminate the problem of lack of innovation, which will allow the Republic of Moldova to improve the quality of citizen’s life and become competitive in the world market The aim and objectives of the research consist  in analyzing the insurance market of the Republic of Moldova in order to increase access to European insurance funds, as well as to determine the conditions under which the legal framework in the RM will be compatible with EU standards, in order to create a more favorable environment for supporting business incubators. The design/ methodology of the research is the provisions of the theory of organization and management of the insurance industry, methods for analyzing and stimulating the innovative activity of insurance companies and business incubators, on the basis of which proposals were developed for the development strategy of national business incubators. The main findings and implications  of the research: mathematical model for optimizing the distribution of external financial resources that stimulate the development of business incubators will ensure the creation of tools for the development of intellectual capital in the context of the use of insurance in the agricultural sector and determination of policy for the development of business incubators.},
