  abstract = {It is largely recognized that any nation or community over the history is not vacant from the turbulences of a crisis. The latter takes the different and distinguished forms: political, social, economic and financial, ethnic and cultural crises. In this context, the target of the country in a situation of a crisis is to get away as much as possible and to find the suitable panacea to its actual and potential effects. However, this objective is far reaching without the true and deep understanding not only of the crisis itself but – which is more important- the environment in which the crisis emerged. This paper tries to present a scientific but gradual approach to gauge the meaning of the crisis and to find the appropriate ways to keep it out.},
