The article represents the issues of systematizing various factors of the region scientific and technological development, as the basis of scientific technological and social economic development of individual regions and the country as a whole. The research significance is determined by improving the tools of strategic planning and management decision-making at the regional level in accordance with the requirements outlined in the “Strategy for scientific and technological development of the Russian Federation” approved by the Decree of the Russian Federation President.
