Abstract
The problem of depletion of resources, the transition to sustainable development and the model of a green economy made it necessary to increase the efficiency of the use of economic resources. In particular, a lot of attention in various countries of the world is paid to improving energy efficiency and energy saving. In conditions of limited primary energy resources, the task of their careful use remains strategically important. The article discusses ways to solve this problem at the macroeconomic and microeconomic levels. The authors proposed to form an energy efficiency cluster. Such clusters can be implemented in structural and industrial policies. For these new integration formations, organizational schemes and management methods are proposed. The possibilities of state regulation of their creation and development are also considered.
