Abstract

The main goal of this research is to cluster business structures that interact with the governmental bodies on the basis of socio-economic partnership, using the k-means method. The authors examine various conceptual models of interaction between governmental bodies and business structures, whose activities are aimed at sustainable development of society. The research is based on the economic theory, management theory, and clustering method. The research was conducted using the method of k-means realizing in Python. For the analysis of the business structures’ participation in different partnerships and/or social activities the matrix “object-feature” was used as a data matrix. The conducted analysis shows that all business structures divide into four groups, that differently realize their cooperation with governmental bodies in the framework of social-economic partnership. The research shows how to use the k-means method in socio-economic sphere for solving the problems of building business structures’ clusters. Also the results of the research can help business structures make partnerships, forming business ecosystems. Furthermore, they help clarify functions of governmental bodies in socio-economic partnerships with business structures in Russia, through building a more effective public policy based on mutually beneficial cooperation.
