To achieve the goal survey among 1,220 representatives of all 2,478 local governments was carried out. The research shows that 94.6% of local governments actively supported enterprises at various stages of their operation. The most popular tool was the proactive approach of officials and the local community towards entrepreneurs. The authorities used it for both new businesses as well as experienced companies. The vast majority of municipalities participating in the research (81.0%) considered that activities aimed at creating optimal conditions for running a business bring the assumed results.
