Abstract

The model of territory management was suggested in the context of formulation and use of strategies depending on the nature of the differentiation impact on the basis of development of theoretical approaches to frame creation. The approach is aimed at ensuring sustained growth maintenance and social stability of the territories. The matter of the possibility of regulated intra-territorial differentiation of social and economic systems was put forward on the basis of construction of the non-uniformity management model, aimed at the search of suboptimal and/or stable development pathway through dynamic modeling and adaptation of economic systems to uncertainty. The article presents the results of the development of studying flexible adaptation of economic systems via robust control; the studies were initiated by the authors of the article and presented in several published papers in 2017-2020. Creation of the robust control theory and flexible adaptation of economic systems is based on the continuity of scientific laws, principles and axioms of the evolution theory and self-organizing systems, complexity and uncertainty theory, robust control of engineering systems. The paper considers that productive reaction of the economic system to control action in the context of territorial differentiation requires organization of the knowledge system which makes is possible to extract and use the best option conforming to the business circumstances. The paper refers to the frame theory in this context.
