Strategic Planning as an Instrument of Public Administration in the Field of Scientific and Technological Development of Russia

Abstract

Strategic planning in modern conditions of globalization, urbanization, growing competition among territories for attracting investments, intellectual resources, events, is the most adequate tool that can consolidate the efforts of the authorities and society in solving the problems of scientific and technological development of Russia. “Big Challenges” determine the state policy of Russia, including the policy in the field of science and technology. The latter are elements of public administration that arm the authorities and society with the knowledge necessary to respond to these challenges, which implies the embodiment of knowledge and technology in innovation and requires the expansion of science and technology policy through the relationship with strategic planning.
