This article systematizes the theoretical basis concerning the specificity of local public transport public utility enterprises and the services they provide, as well as the determination of the significance of these services for public utility enterprises from the point of view of externalities. The aim of the operation of public utility companies of local collective transport and the organizer of urban transport is to ensure access to transport for all, reduce the negative impact of transport on human health and safety, reduce air pollution and noise, reduce energy consumption and, at the same time, increase the economic efficiency of transporting people and goods, internalize external costs, improve the attractiveness and quality of the urban environment and enhance the image of the city.
