The paper presents the basic legal regulations concerning such a system in the EU and their implementation in Poland. Documents were analysed for entities that use IT systems to send, store and analyse data both for their own business and for handling tasks related to the cybersecurity system. Selected requirements that should be met by these entities were also presented, and a technological solution in the form of a database system was proposed, which can be used to operate the cybersecurity system, both in the field of strategy, coordination with other types of security, as well as in the field of handling system tasks. Based on the analysis of the possibilities and areas of existing applications of various database systems, it was proposed to use the PostgreSQL system as part of the cybersecurity system. Moreover, test databases were created on the basis of the developed model of the IT system consisting of two PostgreSQL database servers. This model was used to analyse the safety mechanisms and parameters for monitoring, diagnostics and preventing failures required by National Cyber Security Strategies (NCSS). As a result of the analysis, the features of the PostgreSQL database system necessary for the construction of an IT system supporting operators of essential services (OES) and digital service providers (DSP) within the meaning of the NIS Directive were selected.
