Strategies for Optimizing Ziswaf Utilization for Sanitation and Clean Water in Indonesia

Abstract

Sanitation and clean water are crucial because they directly relate to human health and well-being. The sanitation and clean water condition in Indonesia, especially in rural areas, is still not optimal. One of the obstacles faced in implementing the sanitation and clean water program in Indonesia is related to funding. Therefore, a potential source of funding is needed that can finance sanitation and clean water. One of these potential sources of funds is zakat, infaq, alms, and waqf (ziswaf). Also, there is an MUI fatwa that allows the utilization of ziswaf for sanitation and clean water. This study aims to determine the strategic priorities in utilizing ziswaf for sanitation and clean water from the regulator’s side by using the Analytic Network Process (ANP) approach. The results of this study indicate that the priority of ziswaf utilization strategy for sanitation and clean water is the synergy between central and local governments, promotion related to sanitation and clean water, and improvement of supporting infrastructure. This research contributes to providing policy advice to parties related to the utilization of ziswaf for sanitation and clean water in Indonesia.
