On the Issue of the Functioning of the Open Data Portal in the Russian Federation

The article is devoted to the topic of the functioning of the open data portal in the Russian Federation. On the basis of the analysis of the portal characteristics the main imbalances in its functioning are described. Based on this information, a quantitative and qualitative assessment of the effectiveness of the open data portal of the Russian Federation is being performed. Also, the main barriers that reduce the efficiency of the portal functioning have been identified and measures to overcome them have been described.
