Assessment of the Normalizing Aggregation Method in the Methodology of Multiple-Level, Multiple Criteria Evaluation of Urban Transportation Projects

Abstract

In the paper, the author assesses an original normalizing aggregation formula, developed and applied as part of the methodology of multiple level, multiple criteria evaluation of varied transportation projects for the aggregation of rankings obtained following evaluation of urban transportation projects included in pre-defined classes into one final ranking which covers all varied urban transportation projects regardless of the class from which they originate. The aggregation of rankings from particular classes into one final ranking has been carried out using the author’s original formula for normalizing aggregation, supported by 10 other formulas based on normalization methods which derive from distinct families of normalization formulas, i.e. quotient, logarithmic and zero unitarization formulas. Ultimately, employing Spearman’s rank correlation coefficient and vector of similarity measure, the author conducts an assessment of the aforesaid original formula for normalizing aggregation applied at level II of the methodology of multiple level, multiple criteria evaluation of urban transportation projects for the aggregation of partial rankings into one final ranking. Having reviewed the results of both procedures to assess normalizing aggregation, it may be stated that the original formula, introduced by the author, performed very well in comparison with other normalizing aggregation methods.
