Abstract
The article examines the features of the formation of regional innovation policy. The features of state regulation of innovative activity at the regional level are determined on the basis of systemic vision concept of regional component of the research subject. It has been substantiated that the objective prerequisites for ensuring the effectiveness of state regulation of innovation activity at the regional level are the direction and localization of the efforts of specialized government bodies to ensure the effectiveness of legal, organizational, scientific and other measures aimed at the most effective use of the potential of regional systems in the context of the direction of the trajectory of innovative development of the region to a qualitatively new state. The challenges for Russia and its regions that arise in the context of the formation of megatrends in the development of the information and digital economy in the global and national context are identified. It has been established that the development of the digital economy can become an important mechanism for transformation and departure from the old directive (command-administrative) management system and building relationships based on increasing the competitiveness and socio-economic development of the state.
