Management of the Health System in Poland and The Role of Public Measures in Implementation During the Pandemic Process

Countries aiming to control the Covid-19 pandemic, have implemented a number of public measures and restrictions to prevent the further spread of the disease, simultaneously with processes such as case detection and treatment. The health infrastructures and administrative skills of the countries are pretty decisive in controlling the pandemic. This research examines the impact of public measures in the fight against the pandemic, based on Poland’s relative performance in combating Covid-19. Within this study, which covers the 63-week period (pre-vaccination) between the dates of April 1, 2020, and June 15, 2021, a two-stage data envelopment analysis was used. According to the results obtained, Poland ranked 8th out of 31 countries in terms of minimizing the number of cases and deaths and maximizing the number of recovered patients, with a technical efficiency score of 0.4683. Also, it has been determined that among public restrictions, the elderly protection index makes a positive contribution to the technical efficiency scores of Poland in the fight against Covid 19. The research has implications for the public administration, health policy, and health economics literature.
